exhibition teams

At some competitions, you see exhibition teams. What is the reason they do not compete? Are they exempt from entry fees? Most of the time, they have really high skills, so I am assuming they don't fit into a particular division. On the other hand, I see mascot or mini teams perform as an exhibition too...
