The girl in question supposedly went to worlds not to compete, but as a spectator. It was explained in the thread you are referring to, so obviously you didn't read it thoroughly. Even if she is only in 8th grade, that would mean she was eligible to compete as a senior, so what exactly is your point?

Stop starting drama.  A girl can be on youth and a senior team at age 10, this year.  Next year, it changes to 11.

They must've thought they caught something illegal, but I think it's been cleared up and there was no wrongdoing.

This year 10 years was the bottom age for a senior team.  Next year, I believe, it will be 11 years.
