Good question, I'm not sure exactly, but I have another question to add. Is it this year where partial bids have to go through prelims? Previously paid and partial could go straight to finals, at large had to do the prelims, I believe.
Starting in 2008 all teams have to compete on Saturday in prelims. A minimum of 50% of the teams will be chosen to move to finals.
Paid bids are worth app $25,000 for travel and fees.
Partial paid bids are worth app $10,000+ (actual amount is discretionary) for travel and fees.
At large bids allow the team to attend, but they must pay for everything themselves.
The biggest change this year was instituted by Cheersport. They elected to become a Tier 2 event producer and are not awarding paid bids. They are awarding partial paid bids instead. This allows them to have more teams going to Worlds. Since they actual partial paid amount is discretionary, they can still award close to the full paid amount.
Since we are on the subject (and as a Mom of a Mini I have no clue), when I hear someone ask whether a team accepted their bid...what does that mean? Is there a reason NOT to accept a bid?

One of the rules for Worlds is that whoever competes at Worlds must have competed on the floor at the competition that gave out the bid. Therefore if your team has crossovers that need to be substituted out (say if your small 5 and coed 5 have crossovers and both got a bid) you will need to substitute for those crossovers with others that competed (like on your level 4 team) or decline one of the bids. In the past teams have not accepted a bid because they had injuries and had no one else competing at that comp that could take their place at Worlds. So they declined, competed at another competition with another person(s) and got a bid there. This year they have changed the rules and you can now have substitutions listed on your roster. They don't have to compete, but must be on the roster.
Also, some teams have declined "at-large" bids because they are trying for a paid or partial paid bid so they don't have to perform in prelims. Again, this rule has changed and no matter what type of bid you get you have to compete in prelims.
And since at-large bids can't be passed down, we won't see people waiting to hear who declined a bid and then who is going to get it.
Lots of rule changes, I think for the best.
